METROPOLITAN MUNICIPALITY ELECTIONS AFTER LAW NO. 6360

Law No. 6360, adopted by the Turkish Grand National Assembly in 2012, established metropolitan municipalities in thirteen provinces and twenty-six new districts. Law No. 6360 also amended some Laws and Decree Laws. In the first quarter of 2013, Law No. 6447 adopted by the Grand National Assembly of Turkey amended Law No. 6360. With this amendment, the number of newly established metropolitan municipalities increased from thirteen to fourteen and the number of newly established districts increased from twenty-six to twenty-seven.
With the 29th article of the Law No. 6360, the 4th article of the Law No. 2972 dated 1984 on the Election of Local Authorities and Neighborhood Headmen and Boards of Elders has been amended as “The electoral district for the election of the mayor of the metropolitan municipality consists of the borders of the metropolitan municipality”. With this 2014 amendment, a citizen living in the districts within the borders of metropolitan municipalities, as well as a citizen living in an area transformed from a village into a neighborhood, started to vote to elect the neighborhood headman, district municipal council members, district mayor and metropolitan mayor in the local administration elections.
After the Law No. 6360 was adopted by the Turkish Grand National Assembly, its impact on metropolitan mayoral elections and its political repercussions on a local basis have been among the issues discussed in the public / academic community. In this study, the effect of the Law No. 6360 on the results of metropolitan mayoral elections, including the general elections of local administrations held in 2019 and 2024 since the general elections of local administrations held on March 30, 2014 when the Law No. 6360 entered into force, how the change of the districts to which some neighborhoods in provinces such as Ankara and Istanbul are affiliated has affected the local elections, and the distribution of votes of political parties in local elections in provinces with metropolitan municipalities will be examined.
