One of the factors that threaten states and public security is terrorist attacks. States aim to increase their security by effectively using intelligence sharing in public security against terror threats and by making various reforms in this field. ISIS (Islamic State of Iraq and Damascus), which was a small terrorist group at first but gradually became a serious global threat by taking advantage of the chaos environment in Iraq and Syria, has committed bloody terrorist acts in many countries. ISIS, has carried out numerous acts of terrorism in Turkey. The organization significantly threatened both individual security and public security with the attacks it carried out. ISIS terrorist attacks carried out in Turkey between the years 2013-2019 within the scope of this study were discussed. In this study, terrorist acts in Turkey organized by ISIS, it was investigated whether the cause of public security reforms. In this context, by conducting a literature review, terrorist acts were listed chronologically and compiled using descriptive analysis method. This terrorist attacks, Turkey has been shown to play a role in determining the public security policies. Moreover, these attacks has revealed a variety of reforms to fight terrorism in Turkey.
