Abstract

Let’s have a glance at the common points and different characters of these states created in Eurasia.
Throughout history, while the Turks were expanding their territories to the south and west. On the
hand, the Russians had enlarged their areas to the north and east. This difference was encompassing
in itself the basic nuclear of inexhaustible confrontations between two empires. While the Ottoman
empire was making war on Slavic nations who had a kinship to the Russians, on the other hand,
Russia was making war with the Muslims and the Turks of the regions as Astrakhan, Kazan, Siberia
who were from the same origin the Ottoman Turks. At his point, two opposing empires and
indirectly, two different integration models have emerged in Eurasian geography. In the north there
was formed Russian model expanding toward the east and in the South the Ottoman model
expanding toward the west. The struggle had been continued during the hall history between these
two centralized integration models. From time to time took drastic measures against the nations
under his control. The main reason why the Russian were concerned about their safety was 250
years old tatar-Mongol invasion that happened in their history. It is possible to see one thing
evidently while analyzing these two states foreign policies. The states such as Russia and Turkey
endeavor to refer to a past historical path and to remember their imperial history from time to time.
They use it as a method of political influence. When they try to implement this policy, coming face
to face is inevitable for these states. Especially, if Turkey tries to implement the policy based on the
Ottoman empire in the region, it will lead to a conflict of interests with Russia. It can seem in
Turkey’s policy in Sudan, Libya and Syria. The probability of occurrence of the permanent friend
and enemy for the state located in a tense and important geopolitical region such as Turkey is very
low. For this reason, the dynamics of the maneuverability of Turkish foreign policy are closely
monitored by Russia.
