ENERGY EFFICIENCY ASSESSMENT MODEL IN ASIAN-PACIFIC COUNTRIES BASED ON DATA ENVELOPMENT ANALYSIS AND MALMQUIST TFP INDEX

The purpose of this research is to examine the energy efficiency of the Asia-Pacific countries in
terms of environmental pollution and economic growth in the period 2000-2020. In line with this
purpose, Data Envelopment Analysis and Malmquist TFV index approaches, which are reliable
tools to evaluate energy efficiency and find wider application area, are used in the research. The findings of the input-oriented constant returns to scale model, Australia, China, Hong Kong,
Japan, New Zealand and Singapore’s in all years, Sri Lanka’s in 2010 and 2015; the findings of the
input-oriented variable returns to scale model, Australia, Bangladesh, China, Hong Kong, Japan,
New Zealand, Pakistan, Singapore and Sri Lanka’ in all years, Malaysia and the Philippines’s in
2000, 2005 and 2010, South Korea’s in 2020 explains that there are efficient countries with energy
efficiency. At the same time, a comparison of constant and variable models according to the inputoriented scale confirms that the constant model is more flexible than the variable model. Malmquist
TFP Index findings show that the highest efficiency rate of countries is primarily in scale efficiency
and successive technical efficiency. The pure technical efficiency value is due to the inadequacy of
the administrative efficiency of the countries; the technological efficiency value indicates that the
production frontier is downward sloping. When the findings are examined as a whole, it is reached
that energy efficiency and environmental performance are low in Asia-Pacific countries.
