Abstract

In this research, the objective is to determine the education executives who work at the public
education centre’s opinions on the phenomenon of inclusive education, the problems which they go
through in the concept of inclusive education and suggestions to solve these problems. In this
practice one of the qualitative research patterns which is phenomenology was used. To determine
the participants, one of the purposeful sampling methods; maximum variation sampling was used.
The working group was made out of eleven public education centre executives. The data was
collected by a semi-structured interview form developed by the researchers. In resolution of the
data, one of the qualitative data analyzing techniques; content analysis was used. In conclusion of
the research, it was determined that executives of the public education centre find inclusive
education important, to keep the differences, to maintain the social variation, see it as an
opportunity for all adults to take advantage of the possibilities of education and it was determined
that they qualify their institutions as the best ones to make inclusive education come to life. The
participants stated that it was necessary that the executives and educators who work at the public
education centre to be educated about inclusive education. The education executives described the
problems which they go through in the concept of inclusive education as cultural, humane and
economic. Education executives made suggestions to train executives and trainers on inclusive
education, to develop strategies, to organize education-training environments to allow inclusive
education, to make activities visible and to create resources for inclusive education
